We estimate unemployment insurance (UI) eligibility, take-up, and replacement rates at the individual level and document how they vary with earnings, wealth, and unemployment duration. We extend a widely used framework that combines an incomplete-markets model with a frictional labor market to match our findings. We show that the optimal UI policy becomes substantially more generous. The gap between optimal policies in the two models is largely driven by endogenous UI take-up, which entails a utility cost: only those who value UI the most choose to take it. The welfare gains from insuring these workers outweigh losses from increased take-up.

Kurt See是新加坡国立大学经济系助理教授，曾担任加拿大银行首席研究员。他的研究聚焦于宏观经济学、劳动经济学与公共经济学，重点关注劳动力市场摩擦、失业保险制度设计、异质性劳动力市场下的宏观经济政策等。研究成果发表于 The Review of Economic Studies、American Economic Journal: Macroeconomics、Journal of Public Economics 以及 American Economic Review: Insights 等国际顶级经济学期刊。
